My pc won’t troubleshoot

So my pc won’t turn on and I tested my psu with my paper clip in the 24 pin to see if it was psu problem and my psu was fine and then I plug the psu cables to power up the case fans and then connect it to my motherboard and the psu fan is spinning as well as the case fans. Psu fan still spins but once I plug the psu cables for the CPU or the GPU to the motherboard the psu fan stops spinning and I do this while having the paper clip in the 24 pin. Once I unplug the cables connect to the cpu and gpu the psu starts powering on again. Is this a motherboard problem cause I don’t know bcs the case fans are connect to motherboard and they are running fine but once I connect the psu cables to the gpu or the cpu and psu stop running and everything turns off. Should I buy a new motherboard?
