[SOLVED] My PC won't boot ?

Ok this one is gonna be a long one. So basically I got a build from Cyberpower PC and there were some problems with BSOD. After a long weekend of trouble shooting, I eventually switched the ram sticks to the other slots and it ultimately fixed the earlier issues. However, fast forward a few hours and I noticed that Windows was only reading one of the sticks, so I went to reseat the ram sticks. When I went to do it dumb me accidentally set one of them backwards in the slot, but when I looked at there didn't seem like any physical damage, so I continued.

When I tried to turn on the pc everything inside seemed to be moving fine except the cpu cooler with rgb lights only lit white and the pc wont boot up windows or bios. I really hope the problem is not too serious and any help would be appreciated.

Specs:

Mother: ASRock Z590-C
CPU: intel i5-11700kf
GPU: RTX 3070
RAM: Adata xpg z1 (16gb, 2x 8gb)
PSU: Cooler Master mwe gold 750w

Ok so try this, first turn off computer. Turn off power button on psu. Then unplug it from the wall. Then hold down the power button on your computer for 30 seconds. Now plug in to wall, turn on psu power switch, power on computer. What happens? If this doesn't work, then power down the computer. Turn off psu power. Then remove the motherboard battery for a least a minute or two. Then replace the battery. Turn on the psu and try to start your computer.

As far as I know, a stick of RAM will not physically seat fully if it is put in backwards. Turn off your PC and remove and inspect both RAM sticks for damage. Also visually inspect the RAM slots for damage.
