Question My pc wont let me use all of my RAM

Windows 10
Asus sabertooth 990fx motherboard
gtx970
AMD fx-8350 processor
2x corsair vengeance 8gb, 1600MHz?

I have had a persistent issue where the computer will not recognize both RAM modules. Both sticks will boot the computer on their own, but will only show 4gb ram each, and 9.6gb committed. It recognizes their are two sticks in, but will not let me access the full memory. Any help would be much appreciated. The UEFI Bios shows 8192 mb ram.

WIN+I Says only 8gb RAM is installed

Maybe.
Msconfig/boot/advanced options........untic both top boxes.
