In theory, this should have been ok.
You bought a matched kit... correct?
3200 speed will default to stock speeds.
Does each stick work properly if inserted by itself?
If you have a single bad stick, return the kit.
Unfortunately, there is also a more sinister explanation.
When you install the cpu into the socket, it is very easy to damage a socket pin.
If you smoosh it around to seat it, this is a likely occurrence.
You need to simply drop it in cleanly.
Most of the time a damaged pin seems to impact ram.
Take the processor out and examine the pins closely.
If one is bent, use a needle to try to nudge it back.
Bent pins are not a valid reason for a motherboard rma. It is considered as a user error.
