Question My ping keeps spiking ?

My power went out this morning because people were working on cables outside. When I came home power was back on but ever since then I play a game and I get very frequent ping spikes which freezes my whole game multiple times, making it impossible to play anything. I've searched and done everything yet nothing seems to work.
