MY processor running at full frequency

my processor is i5 3470
it alwas running on 3.6 ghz nowaday without any running programme please help me

1. Make sure there's definitely nothing else running in the background
2. Check "Speedstep" is enabled in the BIOS
3. Check "Balanced" is selected in Windows Control Panel -> Power Options
