Connections being along the following line diagram: ISP -----ASDL line----> Splitter/Filter ---->one port out to telephone and the other port out to router. "Prettier" version: https://etr-now.weebly.com/etr-adsl.html Could be a connection or cable problem. Splitters/Filters can falter. Or, as per @Alabalcho could indeed be just a weird LED.
