Question My rtx 5080 not performing

I have an msi vector ai8 hx with nvidia rtx 5080. when converting video I can't seem to push it past 44% nor can I get it to use more than .5GB of the 16GB of GPU memory. any ideas?

What are you using to convert your videos and what format are you trying to convert said video to?
