IF you want quiet operation while running your Ryzen CPU ,you will have to adjust the CPU fan settings in BIOS for best Results.

I suggest
@56°C -30% Fan Speed Silent on desktop idle up to 56°C as workload increases so will fan speed
@60°C -45% Fan Speed
@65°C -50% Fan Speed
@75°C -100% Fan Speed

IF you want the best performance for your 3800X in multi threaded and single threaded operations you can set your BIOS settings and test for your self.BIOS tweak works on any Ryzen and best for latest BIOS.

Trick is using EDC BIOS tweak/bug for those who do not know.Test for your best settings ,I listed mine below.

Your 3800X can perform up to 4650Mhz in single threaded light loads and PC gaming.
Your 3800X can perform up to 4400Mhz in heavy loads such as multi threaded such as Cinebench/Blender

People like testing this software for there Ryzen.I have HWinfo64 open for all settings.

Single Thread-530 score
Multi Thread -5260 score
Idle temperature CPU-28°C
Max temperature CPU-71°C
Max CPU Core Voltage (SVI2 TFN) reached-1.431v

Settings in BIOS
MCLK/UCLK/FCLK Synced 1:1:1 1933Mhz ,that's DDR4 3866Mhz for those who do not know.
PBO Manual PPT= 0 actual max limit reached 90.4%
TDC=0 actual max limit reached 81.4%
EDC=1 actual max limit reached 7737.7%
Scaler 10X PBO Override 500Mhz

For those you need to see actual numbers in BIOS.Does not matter which section you apply PPT/TDC/EDC setting for your motherboard.

I have a few questions for you. What is the motherboard EDC bug you mention? I am on crosshair 7 hero. Should I be doing 0/0/1 for PPT/TDC/EDC? Also how did you determine your optimal offset frequency?

final question, have you tried finding your FIT voltage? Try running prime95 small FFT with PBO enabled and Auto voltage offset. Whatever your voltage is under load is your FIT Voltage. Mine is around 1.24 which is super low I think. I can get to 4.35 GHz all core at 1.225 V on manual overclock, but PBO only takes me up to like 4.1 GHz all core during cinebench r20, how do you get 4.4?!
 
Best PBO performance is at about 62 - 65c.
With an AIO i found that fan speed is best starting 30% at up to 50c and 100% at 65. Fan speed and temps are pretty even in that case, not much fluctuation.
I had to set negative voltage offset -0.05v to keep idle voltage down. Best boost 4.391 single with 4.2 - 4.3GHz on other cores. But this is 3700x.
