My Samsung laptop keeps restarting over and over again

Hello,
my Samsung keeps restarting as soon as it start, right when it shows the "F2 to setup" text.
I cannot enter the Bios setup, when I press F2 it does nothing, ignoring me.

BUT... when I boot it from a flash drive (windows 10 installer, then cancel the installation and boot normal) it start just fine, I can work or whatever. When I restart o shut down it goes into the loop again.

I already tested the RAM with the windows tool.

Any ideas?
