I have a GeForce GTX 960, i7-6700K CPU @ 4.00GHz, DirectX 12, 16GB of RAM, and a monitor with 60Hz. When I am playing games like SCUM, Fortnite, ARK: Survival Evolved, I experience my screen freezing for a millisecond every now and then when I play. Is the problem with my monitor, graphics card, or is it a problem with the software?

Solution
Usually freezes are due to a software problem. it can be a corrupted device driver, a corrupted or missing Windows system file, or it can be a corrupted BIOS.

The are a pain to track down though.

Start with updating the major device drivers starting with with graphics driver. Then reevaluate the problem.

If it is still a problem, update the remaining device drivers (audio, LAN, ect.). Then reevaluate again.

Next update the motherboard chipset driver and BIOS.

And then if necessary do a fresh install of the operating system.

Solution
This sounds like micro stutter. This normally happens due to a wide range of issues and you will probably have to try many of the solutions to find one that works for you. I had it a few years ago with Windows 7 and an I7 4790. The solution was to limit the number of threads the game could see and disable core parking in the OS. It will probably be a different solution for you. So lookup micro stutter.
