My screen wont load up with new GPU

Hello, my friend bought a new GPU (GTX 1060). He is saying that his motherboard uses PCI-E 2.0. The problem is, he starts up pc and screen just wont show up, its black screen and it says no signal. Thanks for any help.

MoBo: Gigabyte ga-h61m-s1
CPU: i5 3350p

As long as it is a pci-e 2.0 x16 there is not issue about bandwith.The psu is propably most of the times the main issue about gpu problems.So what's the system's psu?

his psu is corsair VS 650
