My SNR margins are low??

My name is Kumar. I live in India.
my snr margins are downlink 15.0 db uplink 11.0 db. My download speed fluctuates since three months. I have bsnl connection. I have 4mbps connection. My ISP didn't know anything. They are telling i have till 8 gb data. When it will cross it will slow down. Your data will be unlimited. I know that. No need to tell that. All are telling these sentences. Even they taught my father also. And my dad believe them and he told me to wait some days not to download anything. These things i will do, then it will be ok. I don't think so....
What i will do? please tell me.
 
ISPs gradually tune the signal strength to your line, too strong and it will be fast but unstable. too weak and it will be slow and unstable.

The tuning is automatic. All they can do is reset the line. The quality of the phone lines and microfilters in your building are the biggest factor.

After they reset the line the speed will be unstable for a few days. There isn't a lot more the ISP can do.

Check for cable quality in the house
Check for socket quality
Do not use extension cables to connect the router to the wall.
If you have old phone sockets which are unused, disconnect them from the main trunk
Replace microfilters (Microfilters age and need replacing)

This is all you can do.
 


I and my 4 friends, Total we have taken 5 connections landline with broadband connections. I have tested my laptop with my friends wifi. Still heavy speed fluctuations!!! So that means main root is faulty?? Lineman has also changed mire phone wire but no results. So again i told to lineman to do something. The line man told that, it is not wire problem. It is underground problem. So he told we have to dig the road and we should put the new cable in the underground. Now we have rainy season. Where we leaving there are some cyber cafes. I have checked their snr magin. I have seen 30.0 db downstream and upstream is 34 db. Only in that place i m leaving. So that means something is wrong. I thing rain's water is
dying our underground's cable wire??
 


please tell me something?? i have already tested my adsl phone line. I have changed the wire also. Bu nothing results. I have tested my laptop in my neighbour's house. They have also bsnl connection. In my neighbour's house the snr margin are coming 20 db and mine is 15 db. So bsnl line man that we should change underground cable line. He told in raining time the water blocks the cable line. So should i change my cable line. please reply me......
