I have a amd phenom 2 840t, 8 gb ram, 650 watt psu, currently have an hd 5450 video card, not thinking I could run it with that card? I'm not sure what cards would work with this pc.

Per the minimum requirements the system should be able to play it but how well and at what settings is unknown unless someone has similar specs.

Steam has a refund policy (max 2 hours play) so you could buy the game, get it installed, set the graphic settings to Low and run the in game benchmark. See how well it runs and determine if your going to keep it or not.
