Question My system doesnt output the fps and speed that I imagine should come with having good parts, and i'm not sure how to fix that

Hey all. I can't make heads or tails of this. The games I have been playing lately, COD Cold War, Doom Eternal, Ghostrunner, Apex, Minecraft have not been working well.

I have a really nice system, I think, but even with partially overclocking the GPU, and using Ryzen Master to OC my CPU, it doesn't seem to change.

My specs are :

CPU: AMD Ryzen 5 3600X (Matisse, MTS-B0)
3800 MHz (38.00x100.0) @ 4316 MHz (43.25x99.8)
Motherboard: ASUS ROG STRIX B550-F GAMING (WI-FI)
BIOS: 1602, 01/05/2021
Chipset: AMD B550 (Promontory PROM19 C)
Memory: 65536 MBytes @ 1064 MHz, 16-18-18-36
- 16384 MB PC17000 DDR4 SDRAM - Corsair CMK32GX4M2B3200C16

My Display is an AOC 27" 240hz .5ms response 1920x1080

I honestly have no idea what to do, initially I thought my CPU was a bottleneck, but i'm unsure.

I have MSI Afterburner, HWInfo(where I pulled the specs) so I can mess around with some things.

temps seem to be stable, GPU runs around 60 celcius, CPU, im not positive, running on an NVMe SSD, i tend to get 70-110 fps on most games except minecraft, that I just want to use higher settings/shader packs. Screenshot is with nothing running. Kind of an upgrade build, everything is new for this computer minus the CPU as thats from the old one. Fresh OS install I haven't tried, I guess it couldnt hurt, but all of my games are on my C drive, as thats my NVMe SSD
