My system fans wont speed up past idle

So I upgraded my mother's dell inspiron 537 from a celeron 450 to a Pentium e5300. Upon booting for the first time post cpu swap the case fan ran at Max 4500rpms, I don't know the cpu fan speed. I restarted the computer after being prompted to due to hardware drivers being installed. Now everything ran perfect. Then I ran a stress test to make sure my temps were good under load to make sure I put enough thermal paste. And noticed the temperatures hit 68°c but my case fan wouldn't exceed 860rpms and the CPU fan stayed under 550rpms. I tried to fix this in the bios but there are maybe 10 settings I can change none of which are fan options. Any help? Should be noted I tried speedfan and nothing changed. Although I have no idea how to actually use the program.

can you update the BIOS? Connections all good?

I initially thought it would be bios. But i couldn't find where to even look for updates
