My system will not power up

My Acer Aspire xc-603 wont power up. I've change the PSU and still am getting the same result.
Don't know if its from the motherboard. Any help?

How do i test to confirm my motherboard is bad?

Well, if new PSU is compatible/adequate and everything is connected right, you could disconnect all parts (Disk, any add-in cards and /or gpu) and try like that. Front panel connection to start button should be checked too, I have seen few bad ones in my life and that could not not start system.
