You MAY just have a power issue.
Many Transcend Storejet 1TB portable drives are sold specifically for use on the new USB3 systems. The "3" is important.
The USB2 port on a computer can supply 5 VDC at up to 0.5 amps to an external devices like a portable hard drive. Some such devices were made with very low-power HDD units inside to fit that power availability. But many others were supplied with a special 2-headed cable and you had to plug BOTH of them into separate USB2 ports to get enough power for the unit to run.
The new USB3 system ports can supply up to 0.9 amps, and that is quite enough for most current small HDD units. So portable HDD makers now sell units specifically for USB3 use, and do NOT supply those old 2-headed cables. They supply a single USB3 cable, and IF you connect that to a real USB3 port, it works. BUT if you plug it into a computer's USB2 port, it sort of looks like it might work, but gives all kinds of errors because it really is NOT getting the power it needs. If you have a friend with a true USB3 port on a computer, try it out there. It might work just fine that way.
Now, if you really have this problem - a USB3 unit but only USB2 ports on your computer - I know of three solutions:
1. Buy and install an add-on card for your PCIe slots that provides true USB3 ports - slightly expensive, and my not be possible for you.
2. Find one of those old 2-headed USB2 connector cables. Its small end should fit into the connector socket on the Transcend unit, and its two USB2 connectors on the other end go to two computer USB2 ports.
3. Buy a true USB3 Hub that comes with its own "power brick" rated to supply to the hub at least 0.9 amps PER PORT at 5 VDC. Sometimes it will be rated at 12 VDC (the hub changes that) and then you need to look for about 4½ Watts of power for EACH port on the Hub. For example, a 4-port Hub should come with a Power Brick that can supply at least 18 Watts. Now you plug the power brick into the Hub, and the Transcend Storejet unit into that Hub using the true USB3 cable that came with it. Then you plug the Hub into ONE USB2 port on your computer. The Hub will ensure that your Storejet gets the power it needs and it should work. HOWEVER, you won't get the new faster speed of the USB3 system this way. In this arrangement, the data transfer speed of the system is limited by the USB2 port on the computer, even though the rest of the system is USB3.
I know that last solution works because we had exactly the same problem with a Transcend USB3 unit we bought for our grandson. It would light up and vibrate a tiny bit, but gave endless errors when he tried to use it on his laptop that had only USB2 ports. When we realized the problem and got a good USB3 Hub with power brick, it solved the problem as I outlined above.
