my UPS shuts down immediately after the power supply goes off

You could try clearing the CMOS Battery by taking it out for a few seconds, then putting it back in and turning it on. In case you do not know where the CMOS battery is, it is located on your motherboard. If should just lift out, but be careful, they are fragile. It is best to discharge yourself before hand by touching your metal case or using an anti-static wrist band.

However, this sounds like a PSU Issue, what rating is it?

If you just got the UPS, exchange it since yours is bad. If not, you can obtain batteries for most of the better UPS units from a Batteries Plus outlet or the company that manufactured the uninterruptible power supply.
