My USB Keyboard and Mouse do not work for BIOS or Windows.

My keyboard and mouse are not recognized by BIOS (Says no keyboard found before loading into windows) and once windows load up, it doesn't respond to the keyboard or mouse. I have tried other keyboards, it does not make a difference. I have tried forcing it into repair mode so that it hopefully recognizes the keyboard, doesn't work. Not doing a clean install of the computer. (I just did one like 2 months ago.)

Windows 10
CPU: i7-8700k
GPU: GTX 980
RAM: 16gb GSKILL (Forgot model)
Storage: OS on M.2 500gb, Rest on 2 TB HDD, 1 TB HDD, 1 SSD 256gb

There is a reset jumper on the motherboard, or you can unplug it and pull the CMOS battery for a few seconds.

All ports do not work. I think its the bios. but how do I reset the bios if none of the ports work to get to the bios?
