Sorry OP, I'm an idiot and should have picked this up!!
I guess your BIOS is trying to enable on onboard GPU that isn't there. Taking out the graphics card won't work... because there's no onboard! My bad! If the BIOS is trying to display itself on an onboard GPU which doesn't exist, I can't think of a way to correct that without resetting the BIOS to factory settings. That's actually not hard and usually not a big deal. Do you know if you've changed any other BIOS settings? If so, you'll need to put them back after the reset.
Look in your motherboard manual for how to reset the BIOS to factory, it usually involves shorting two pins for 10 seconds or so... but Google or use the motherboard manual.
