My Voltages are very odd-looking.

So last summer I bought what seemed like a decent pre-built gaming PC at the first look off of a very trusted and reputable online store in my country. CPU and GPU were just right for my budget, it had 8GB's of RAM, so I kind of forgot about the other parts. I went and plugged it right in and played my games with no issues at all, until this week, in which I've really been researching about the parts that it's made out of and I realised that they're all pretty cheap and not-so-good parts.
Specs:
CPU: Intel Core i5 4460 3.20GHz Turbo 3.40GHz
GPU: Gigabyte GTX750Ti 2GB OC Windforce 2X 128bit
RAM: Patriot Signature Line 1X 8GB 1600MHz CL11
HDD: Seagate 1TB 7200rpm 64mb SATA3
PSU: Segotep ATX-500WH 500W
MOBO: MSI H81M-E33
CASE: Zalman Z1
I went ahead and looked at my temps, all seem pretty good to me, but there's one thing that got my attention. The CPU VCore is set at 1.728V in every software that I've checked. (CPU-Z, HWMonitor, AIDA64). I instantly found out that that's not any good, so I went into my BIOS and there's no such thing as modifying that voltage, the motherboard I'm using doesn't allow that.
So I'm asking you, by looking at these pictures, is there anything wrong with my values?
If it is, what piece of hardware needs changing immediately? I decided I wanted to change the PSU, RAM and CPU Cooler (with a CM Hyper212Evo and Arctic Cooling MX-4 thermal paste). Also, I wanted to add an SSD. Is there anything else that needs immediate changing or anything else that seems off?

So I'm guessing the PSU is causing the problem? Is the VCore really at 1.7v?
I'm located in Bucharest, Romania. pcgarage.ro is the website.
Money was a problem at the time and I really wanted to play those new titles, but now that I got a few parts to change, I can easily afford them.
I'm thinking of replacing it with a Corsair VS550 550W. Is that good?
