So this happens only on my PC (Win 11) , my phone and tablet can still load websites. On my PC however, although indicating that it's "Connected, secured" every 8 minutes or so websites stop loading for about 15-20 seconds before they start loading again. Which is supremely annoying as you might imagine.

I have restarted my wifi router. I've restarted the PC countless times. I've reset the network settings.

This only started happening two days ago after I modified the "Hosts" file. I wanted to block a bunch of websites and had downloaded a list and the issues started happening. So I wanted to edit it back to how it was but Windows now prevented me from doing so because the "DNS Client is using" the hosts file. The options in Services to disable the DNS Client were greyed out, so I got an instruction on how to turn it off in the Registry by changing the Startup type to Disable, restarted PC and I was now able to edit the hosts file again. Here's how it looks like now:

# This is a sample HOSTS file used by Microsoft TCP/IP for Windows.
#
# This file contains the mappings of IP addresses to host names. Each
# entry should be kept on an individual line. The IP address should
# be placed in the first column followed by the corresponding host name.
# The IP address and the host name should be separated by at least one
# space.
#
# Additionally, comments (such as these) may be inserted on individual
# lines or following the machine name denoted by a '#' symbol.
#
# For example:
#
# 102.54.94.97 rhino.acme.com # source server
# 38.25.63.10 x.acme.com # x client host

# localhost name resolution is handled within DNS itself.
# 127.0.0.1 localhost
# ::1 localhost

However since then I have the dropouts of internet. It doesn't seem to matter whether the DNS client is enabled or disabled.
