Mysterious PC Crash/Black Screen

Problem:
My PC crashes/blackscreen when I try to run TimeSpy benchmark, AI suite 3 Fan tuning and sometimes CPU-Z and HWiNFO. PC games work just fine, and regular PC use.

TimeSpy crashes at the end of loading or at beginning of test 1.
Ai Suite 3 crashes if it tries to run fan tuning. It goes 20%, 50%, 100%, crash/blackscreen.
Ai Suite 3 also goes weird if I change the fan speed VDDCR 5.62 volts, CPU temp -1 degrees C, CPU-Z also shows VDCCR voltage of 1.92 after fan speed change.
HWiNFO and HWMonitor crash my PC sometimes right after opening.

All of these crashes result in a black screen, and unplugging my tower is the only way to shutdown.
I've checked my PC temps throughout all of this and all is well (25*C - 50*C).

Attempted Problem Solving:

(Powershell) Repair-WindowsImage -Online -ScanHealth = Healthy
sfc /scannow = no integrity violations

Memory Diagnostic = no problems

Device Manager = no problems

System Mechanic PC check/fix = no problems

Driver/program reinstalls:
Windows 10 in-place upgrade/repair installation
BIOS reinstall then downgrade.
AI Suite 3 uninstall, install v2.0, reinstall v3.0.
Graphics Driver Update also reinstall to older version
CPU-Z reinstall (newest version)
HWiNFO64 and HWMonitor reinstall (newest version)

AMD Ryzen 7 1700 (3.0GHz)
ASUS ROG STRIX X370-F GAMING (bios 4009 then 3807)(default settings)
4x G.Skill F4-3200C14-8GTZR (running at 2133MHz)
Samsung SSD 960 EVO 1TB
Gigabyte Radeon RX VEGA 64 Watercooling 8G (Radeon Software Version 18.4.1, and 18.3.2)
Corsair AX 760
Microsoft Windows 10 Home (x64) Build 16299.125 (1709/RS3)
