NAS Powersupply passed the paperclip test but CPU won't spin

Hey all, my NAS (specs below) has this odd problem:

The case fans spin, but the cpu fan clicks, moves a millimetre and then attempts the process on loop.

I have run through the checklist that is common on Tom's Hardware.

My PSU passed the paper clip test

Specs:


PSU: Silverstone Strider 500w ST5OF-ES
Hard drives: 2x WD green 2tb
SSD: Corsair Force LS 60GB
CPU: Intel G3258 Anniversary Edition
Ram: Kingastone ValueRAM KVR16N11S8J2 2X4GB
Motherboard: ASRock B85M-itx


What could be cause this fan issue? Nothing is obstructing the fan etc.

it be a few things...one is a dead short and the power supply/mb saftys are kicking in. unplug everything from the mb and use one ram stick see if it come on. if not pull the mb to rule out it shorting to the case. if there no post outside the case you have a leg missing on the power supply or bad vrm/cap on the mb.

I might add that this is not a new build. The NAS has been running for about 3 years.

Ironically, I sent the PSU away for repair and they found nothing wrong with it.

A new PSU had the same issue. So, what was the problem? The fan on the Intel stock heat-sink had died.

Unbelievable that I jumped to a power issue and not a fan issue. I bought a Hyper212X cooler and no problem remains.
