There are still diagnostic tools available that can delve deeper into what is ormay be astray with the desktop.
Premise being that the desktop is somehow configured differently than the laptop especially with respect to where the network configuration settings should be identical.
One way to look for differences is by using Powershell and more specifically "Get" cmdlets that get information about how the host computer and the network adapter are configured. Many details.
As a start try the cmdlets:
Get-NetAdapter -Name *
and
Get-NetAdapterAdvancedProperty -Name "*"

The first cmdlet will identify network adapters.
The second cmdlet will reveal, for example, the status of Jumbo Frame. Very relevant per @kanewolf.
However, there are many more details that can be looked at and compared to the laptop's configuration and/or other network computers.
Using
Get-NetAdapterAdvancedProperty -Name "*" -AllProperties
results in very long list of related registry values.
Remember - just look and more specifically look for differences between the desktop and laptop.
There will be some differences because of being a desktop or laptop and different network adapters. Overall though I would expect the basic network configuration settings to be identical.
It may seem complicated at first but it really is not so especially if you stay with the one-line examples in the links and use only "Get" cmdlets.
Note that you can copy cmdlets from the linked tutorials and paste them in at the Powershell PS> prompt. Helps avoid typos.....

Which post (#31 , #32) is the laptop? And the other post would be the desktop - correct?
How connected: wired or wireless?
Post #31 shows Name being Ethernet or Wi-Fi. Suggests to me that two network adapters are enabled...

The laptop is connected via WiFi, the desktop is connected via ethernet. The desktop isn't WiFi-capable to my knowledge.

I'm not sure how to do that. In Device Manager there's an option to "uninstall device," but I assume that will leave me with no internet at all which isn't what I want.
None of the software or services mentioned in those Google results are showing up as being on my PC.

I thought that's the screen I was on earlier, that I shared a screenshot of, and they'd just redesigned it.
"Killer" is not listed under Programs and Features at all.
Your old NIC could be dying, struggle with current setup is just wasting your time.

Intel acquired Rivet network at one point.
If you really don't know how to uninstall the driver, just backup your files and erase the whole disk, then reinstall Win10 22H2.
Or get a $15 Realtek gigabit NIC or $25 2.5G NIC
Another way is just install Win11 and see what happens.
Rufus USB installer can bypass several requirements check.

I noted that the desktop is showing the Name as "Local Area Connection".
On the two desktop computers (one wired, one wireless) that I checked both of them show my network name ( e.g., Mc******) and not "Local Area Connection".
And that network name is also shown as the Name for the wired ethernet adapter. Plus the network name is likewise shown where your laptop presents "Wi-Fi" .
However, going back to "Local Area Network".

On the Desktop go to Network & internet > Ethernet > Network and click the arrow to expand the screen.
What is the Network profile type? I believe you responded with "Private".

The SSID is simply the default router make and the last four MAC characters 9b:7c (SSID = default/factory set).

The SSID per se is not that much of an issue anyway.
Router administrators can change the SSID from the default setting.

The TrueNAS documentation explains how to set up and configure TrueNAS.
Using the TrueNAS configuration menus may be somewhat self-explanatory and intuitive overall all. Still there are details that matter. And the documentation may include additional details about meanings, trade-offs, and related options. Likely some warnings as well.
Especially for configurations using remote (internet access) to the NAS and may involve firewalls, VPN's etc. both within the network and from without (internet).
Also:
Each NAS device should have its's own assigned unique Static IP address that is reserved for the NAS via the router's configuration screens and the individual device MAC.
The assigned Static IP addresses should also be outside of DHCP IP address range allowed to the router.
For now just focus on getting the desktop to use the correct DNS Server.

This thread has gone so long, I have lost some memory ... Have you booted a portable Linux and tested ? That is the only definite way to eliminated a Windows issue.
