Barring the mods, you could pretty much do that on a $600 HP Pavillion.

This person is running it on nearly all max on an HP Pavilion 580-023w. The only main graphics setting that wasn't maxed was Reflections, which is set to Very High vs Ultra.

I know this is just an entry level high end rig, but I suggested it for a few reasons. 1, you didn't mention a budget, which usually means the person asking wants to get by as cheap as possible. 2, these are the best bang for buck gaming PCs right now. 3, a lot of prices are unstable right now, and the 1000 series Nvidia GPUs just went EOL...
