I plan to finish my pc build soon, and to use it for 1080p live-streaming, and 1440p recording. If I absolutely need it, I will get the high end cards, but I got to have a pretty good reason to. After a lot of research, I will not buy the 970, due to it being 3.5gb and the 390x beating it most of the time. So from anywhere up, I also need its best non-reference card, and the amount I'm not really worrying about.
Thanks.
PC specs:
i7 6700k
16gb Ripjaws Tridentz
2Tb HDD
850w psu

get a better psu first so your pc does not randomly die or light on fire
then get a 970 or 390x for 1080p or a 980 for 1440p your other option is to get a cheaper gpu like a 950 or 960 and get a pascal gpu when they come out
There is a second revision for the GTX 970 which has fixed the issue of 3.5gb of fully clocked VRAM.

Though the 970 is showing its age right now especially in games such as Hitman and Primal.

I personally bought the 390 over the 970 a few weeks ago and I wouldn't regret it, as of right now it is probably the best bang for buck card. Though on some games such as Total War: Attila and GTAV it does not use the full DX11 capabilities of the card as the drivers are not fully optimised for the games.

So yea most of us would suggest he R9 390, and just remember 4gb of VRAM is going to be obsolete this year as DX12 Hitman is hitting 4.2gb VRAM usage.
