Ok. SO currently, i have a amd fx-6100 six core processor with a radeon hd 7450 1gb ddr3 video card. I wanted to upgrade my video card so i bought a pny geforce gtx 650. when i went to install it, it didn't work, and when i researched it, i found that my motherboard is pci-e 2.0 and my graphics card needs pci-e 3.0.. So now i need to get a new motherboard. i have a mini tower... and am wondering if anyone has any recommendations for what to get. I primarily use it for gaming

That Prebuilt desktop has a locked BIOS, it will never work.

As you said you need a new motherboard. With prebuilts some work and some don't, it just depends on the model and supplier of the desktop.
Pcie 2.0 or 3.0 are both forward and backwards compatible.
And there is no real performance difference either.
Your problem lies elsewhere.
You will need to remove your amd drivers and install the nvidia driver.
Your gtx650 has a basic low res mode that does not need any driver to run.

Did you plug in a required 6 pin pcie power connector to your graphics card?
 
yes i have done all that. When i went to install my v card, the computer would boot and go to the hp home screen that says press esc for boot options and then freezes there... currently im running a amd radeon hd 7450 graphics card 1 gig ddr3 graphics. i did plug in the 6 pin power connector.. that was the only thing i could think of that could cause the problem

this is the specs on the pc i purchased a few years ago.. except for i had a radeon video card not a geforce card. so far i have upgraded the power supply to a 750 watt ps. I purchased a pny geforce gtx 650 2 gb ddr5 but that is what i am having trouble installing

 
so then my next question would then be what is recommended for a motherboard.. i dont have a huge tower and cost is somewhat an issue.. i need something that will work well with the graphics card that is affordable but not something that i will have to replace in a year
 
would like to keep it below $200. but i can save if needed.. my main game that i play on it is world of warcraft. I would like to see it running in ultra setting or at least high setting with a good framerate and minimal lag.
 
would this motherboard work well with the gtx 650 graphics card.. because i read somewhere that amd usually is not compatible with geforce products. and would the mb as a ddr3 work well under high settings in the game?
