Need advice. CPU or GPU Upgrade?.

Hi, i want your expert advice, i saw many benchamrks and still confused.
I have
I5 4590 @3.7ghz on all cores (thru bios).
16GB DDR3 @1600mhz HyperX.
Asus strix 1060 6GB.
Running on FHD 75hz refresh rate screen.

I dont want to upgrade to newer CPU generation because of the escelated prices of Ram.

What is better:

1) Getting i7 4790 for around 300USD in my country.
2) Getting 1070 or 1070ti for around 500 - 650 USD.
3) Upgrading CPU to affordable ryzen CPU, 1300x or 1400 for 110 - 200USD, and 200USD for 16GB DDR4 RAM, and keeping the GPU.

R1300 or R1400 will not give you noticeable upgrade.
GPU prices are high now, and your GPU is absolutely enough for your resolution.
If anything, changing CPU to 4790 would be the only option I would consider at the moment.

What are you trying to accomplish with an upgrade? Is there something your current system can't do? If there is a certain game you want to play, try to determine whether it is your CPU or GPU holding you back.

Is there a good used market for parts where you live? If you sell the old CPU and GPU, maybe you can upgrade both!
