I have MSI gtx 970 4GB OC GPU. I want to build my pc around the GPU. I have a budget of 1000$-1500$
I need CPU, CPU COOLER, MOBO, RAM and SSD
I like to play games with ultra settings. Please suggest me.

I already have

  1. CPU- Intel Core i7 930 2.80 Ghz

  3. GPU- Nvidia MSI GTX 970 4GB OC

What is your case? The 212 cooler may not fit.

Intel 660p = OS drive
While you don't need to get the Crucial MX500 - or other SSD like it right away - on this list, having one for the games improves loading and open world map loading times.

If you've had the psu for as long as the cpu, it's likely time to replace it as well.

I have cooler master haf case similar to haf 912
I recently changed my power supply 2 months ago its corsair vs650
So i can go for higher CPU as well as motherboard. I am keeping my msi gtx 970 GPU its recently purchased 1 year ago.

Ok, then the Hyper 212 will have no problems fitting in that case.

Not the case for the psu.
Can't really recommend using a stronger gpu with that unit.
Every company has their share of lemons, and Corsair's VS series is among them.

So what GPU is bad or the setup is not good as compared to GPU

If you want to play at ultra the 970 isn’t really good enough anymore. Plus it only has 3.5GB of VRAM. I have a Vega 56 anf constantly monitor stuff and at 1080p ultra a lot of games run well over that. Games like doom want 6GB for certain settings to be maxed.
 
Since your budget is above $1k, there is no point reusing the old hardware in your existing build.

No, the problem is the current psu. It's simply not a good unit.
Using a cheap, poor quality psu, such as the Corsair VS leaves open the possibility of a couple unfavorable situations if given time.
The RX 5700 has about a 30% higher power draw than the old GTX 970, and while that may not sound like much, that may be all it takes for things to go south.
