SPECIFICATIONS:
MOBO: Intel G41 Express chipset
GPU: Integrated in the MOBO^
RAM: 1x2gb DDR2
PSU:280w

P.S. I know I should go for a whole new pc build but I don't need anything much. Just something that could do low, not on the release of 2015, 2014, etc. The port (or idk how to call it) is PCi-e 1.1

GOALS: Achieve something over 24fps on CS:GO (low/lowest settings) and really old games. ex. gta:sa, nfs:mw...

Solution

I've some good news for you, If this...
I honestly do not think you will be able to achieve much!
Your computer is pretty outdated even for low settings on old games.
Someone else may be able to give you a helping hand but thats just my 2 cents.

Yes I'm gonna get a new mobo in the future, maybe make a whole new build, but what I'm looking for is now. Also, do you know if I am scared for a reason: I don't want a powerful PSU because I might f:ouch::ouch:k the wall socket up and set a fire. I already have a TV, xbox 360, Subwoofer, monitor and this PC connected to it.

Your intention to upgrade from integrated GPU to low profile GPU will surely help in having better experience, provided you've a capable PSU and at least 4GB of RAM for any meaningful online FPS experiences. But this upgrade is entirely depend on how much Amps your 280W PSU can deliver on its +12V rail. If you could confirm this or at least let me know the make and model of the PSU, I may be able to guide you in the right direction.

I don't wanna get something not right, so I will tell the model. Oh and I have 2gbs of ddr2 ram, but I will upgrade in the meantime. The model is Acbel PC6001. Thanks

I've some good news for you, If this is your PSU:

As you can see from the image, it clearly states the Acbel PC6001 280W PSU can deliver a max output of 264W with 18Amps on its +12V rails.

So based on what we have in hand, the ideal candidate for your PSU would be:

The GT 610 from NVIDIA, which need 300W PSU that can deliver 16Amps on +12V rail.
The first most important criteria in selecting a PSU is to consider how many amps it can deliver on its +12V rail, besides the wattage. In your case 20W shortage is not a problem as your PSU is capable of delivering max output of 264W with 18Amps on its +12V rail.

Get this card:

ZOTAC Synergy Edition ZT-60601-10L GeForce GT 610 2GB 64-Bit DDR3 PCI Express 2.0 x16 HDCP Ready Low Profile Ready Video Card $44.99 [Newegg]

Though this one is a PCI-Express 2.0 graphics card, Zotac official page has confirmed that this card is backward compatible, will work fine with PCI-Express 1.1

ZOTAC GeForce GT 610 Synergy Edition 2GB ZT-60601-10L

Cheers!
