Need an advise on how safe is using the pc when window is opened during winter.

This is a very strange question. First it depends where you live southern california never really gets that cold but if you live in some areas of alaska you can see -40 degrees.

The actual answer is going to be to read all the fine print that shows the operating temp of the equipment. In general as long you are not a crazy person who can live in a house that is near or below freezing you will not have a issue.
 
Well, I actually live in one of the Baltic States, which is northeastern Europe I think. Temps outside can get say, between -2 to -10c most at night, so obviously it's gonna get colder in the room if I open the window, but is it really that safe ?
 
There is no fixed answer to this. Some equipment can run at much lower temps than others. It also depends if the equipment is on or off stuff that is off can tolerate much more.

You have to look up each item and see. I mean if you are using water cool system and you run it under 0c it could freeze.

Pretty much if you can actually sit and use the computer it will be fine. Most people would not be able to sit at 0c and even more I can't see how you would do it without heavy gloves that would prevent use of the keyboard anyway.
 
If you really want to know that read what dew point means it is actually much more complex than many people think.

Pretty much this is the issue where you go out in the morning and see all the grass is wet. It can actually happen even at fairly high temps, a example would be how you see condensation on a mirror after you use a shower.

15c is low but it likely will cause no issues. Again if you can actually sit and use your computer it is likely not too cold or hot for the equipment itself.

I open the the window during the night in order to get some fresh air, otherwise, if I sleep with the windows closed, in the morning, there would be condensation around windows, though, there is so called "recupperation system" installed in the house, so supposed to prevent condensation from appearing, but, it can consume a lot of electricity sometimes, so I cant really use all the 100% power in order to get some fresh air from outside without opening the window, and thats pretty much why I only open the window during the night.
 
Wet, not so sure, but since it's made out of metal, it just feels cold, I wait a little bit before powering up, or should I keep it on the floor ?
 
I see then, oh maybe by any chance ya know if a faulty psu would cause problems withthe rig, like freezing/disonnecting issues, or it's the motherboad?

Well, of course a PSU can cause problems, but I'm not sure where this concern comes from since this is the first time you've mentioned having problems, completely out of nowhere.

Well yeah I mean, I thought it could be related to cold temperatures as well, just thought to weigh in on that, though I can't really tell, basically, I've been having a really weird problems with the rig since they I bought it, and to this day, no concrete suspect has been found behind all of those issues, so then I started to think, maybe cold had something to do with it, I don't know...

Perhaps you should start at the story at the beginning, with full details of your specs and a history of this problem. We can provide the most help when we're given all the information, not just tiny bits and pieces at random points in the story.

In any case, apart from any issues like possible humidity/condensation, at the temperatures the room is likely to be at -- having a window open when it's 10C doesn't mean the room is 10C -- the cooler ambient air is more likely to be beneficial than anything. CPUs certainly love it; there's a reason overclockers use liquid nitrogen and that has to be below -253C to exist as a liquid.

If your problems are black screens of deaths like in the past thread I found, the very cheaply made, group-regulated PSU you're using has zero business in a PC with these specs, and should be replaced immediately.
 
Hmm, I dont know, could be I guess, then which psu should I go for?Corsair hx,tx,rmx, ax, how much power should I look for then?
