Solution
Go on eBay and purchase a refurbished Dell OptiPlex of any one of MANY generations with core series processors. SUPER readily available in SFF for ~$100 with legitimate OS license.

I saw a couple on amazon like that for roughly same price but I was not sure how reliable they were because they were refurbished.

Dell OptiPlex, IMO, is by and large the cockroach of enterprise work computers, you can't kill them.
I would think that something sans 3-4th gen Intel should fit your needs nicely. I would consider budgeting a cheap SSD as an addition for the OS drive, but you can do that on your own FAR cheaper than to buy it configured that way.
 
Its a small church that I m building this for. The office lady just wanted a dependable one. The one they are using now is an old Optiplex 790 and its giving them trouble because its so slow. It had 2gb ram but I upgraded it to 4 but they still complained about it. Probably because of the small CPU.
I will look into the newer updated Optiplex.
