Question Need CPU guidance for OBS

Hey guys so I felt like this was the most adequate place to post this thread, I would've posted on PC Gaming but this isn't the game it's the Hardware running the game and stream.

Anyways.

I have this CPU: The Intel Core i7 4930K. It's a Hexa core processor with 12 threads running at 3.4 ghz (3.7 turbo). I have not overclocked it, so it is running stock speeds. I checked my CPU temps and I'm not throttling so I ruled that out. I have also gotten the new Halo Reach MCC on Steam. The game doesn't require a beefy computer at all. I attempted to stream a bit today but the stream was outputting 1 FPS on youtube and was totally ridiculous. Can anyone help me out with suggestions? Am I overlooking something? I would believe my processor is more than capable enough to run the game and stream 1080p @ 30FPS. If it isn't let me know because I am totally sold that it can. Can you guys suggest any CPU presets or configurations? I'm still fairly new to OBS so I haven't become familiar with anything to much.

CPU: I7 4930k Stock
GPU: GTX 1060 6GB superclocked
Cooler: Cooler Master Hyper 212 EVO
3TB HDD + 1TB HDD
16gb DDR3 DiMM
650 WATT PSU
 
Mind stating the make and model of your PSU and it's age? Are you on the latest BIOS for your motherboard? Speaking of motherboard, what is the make and model of the board? Are you using a capture card on your platform?
To be frank I have no clue what my PSU is, there is no sticker or name or anything on it. All I know is that It works in excellent condition (as no issues has arrived thus far).
For my motherboard I am on the latest bios version and the make/model is an Intel x79 (all im getting on CPU Z is that so I hope thats enough info) No capture card at all. Windows 10 (If Needed)
