need help boot loop

i got a new graphics card. it's a evga gtx 970. i put the graphics card in my motherboard and i went to the nvidia website to download the driver. i let the installer to it's thing. and as soon it reaches to i think 28% or 30% of the download my screen turns black and my pc resets. i don't know what's going on. i try to install it in safe mode and the driver was successfully installed. i reset my pc and my pc boot lops again when it reaches to the windows 8 logo.i put back my old graphics card back and it works fine(gigabyte gt 640).

i did and it's still stuck in boot loop.
 
Can I ask what graphics card you had in the system prior to buying your GTX 970 card.

It`s Brand, Gpu chip, Nvidia, ATI and the model number of the card.

If the previous card was ATI based. put the card back in the system, and then remove any old video driver from windows used with that video card.

Then swap the card in the system to the new GTX 970 card, and try to install the video drivers in windows.

You should check on your power supply although you State it is 650W, how many amps the power supply unit can deliver on the 12v power rails of the PSU.

It should state this on a sticker on the side of your PSU.
Check to see what the GTX 970 card requires in amps from the 12v power rails of the PSU you have.
If the power supply lists a lower Amp rating on the 12v power rails of the PSU you have.
Than the GTX 970 requires. then it is the cause as to why your screen blacks out and the system resets while installing the video driver.

But if you have not removed the old video driver from the old card used do so because it may be a driver conflict.



 




i did remove my old driver by using DDU from 3dguru. i install my new graphics card and downloaded the new driver. when the installer reaches 28% my screen loses signal and my pc restarts, reaches to my login screen, i log in, and i find out my pc didn't install the new driver.

my psu has 54amps on a single 12v rail

i'm using windows 8.1
