need help changing my public ip, ip banned from a game

so i play on a private server for a mmorpg, i was caught using hacks and got a ip ban, so i can't log in. i tried going into cmd and doing ipconfig /renew and ipconfig /release, tried changing my ip address through the router, tried turning my router off for 5 minutes and then recconecting. so i think i need to change my public ip. how can i do this.
