Need help deciding between cpu and psu

Hey everyone! ( I are from Asia, sorry for my bad england)

I would like to ask for your opinions on which one should I take? I've decided to not touch the build components anymore except the CPU and PSU part. Here in my country everything is 30-40$ more than the standard prices and I am not open to buy online and not into shipping as well

I'm choosing either to get i5 6500 and Corsair VS650w OR i5 6400 and Seasonic S12II-620 EVO

I am mainly going to use this build for gaming/streaming and video rendering. Specs are:

GPU : Gtx 1060
RAM : Kingston ddr4 8gb
CASE : Cooler master Elite 431
MOBO : Msi h110m pro-vd
HDD : 1TB
CPU : ???
PSU : ???

No overclocking and whatsoever will be done.

The i5's are not so good for streaming, you really need the extra threads of an i7 otherwise you will take a significant hit in gaming performance.

I have taken that into consideration but my budget is rather tight so i can't afford to make any adjustments anymore. I also checked some other bench marks and this video is worth a mention : https://www.youtube.com/watch?v=H5z-lYuyo8g. He is using i3 6100 with no-4 fps difference while streaming gta 5 on high/ultra.

So if losing 5-10 fps while streaming rather than adding 100-150$ more for the i7, i would rather take the first one option. Cheers
