need help diagnosing and fixing powering up mode on compac presario

I have a compac presario windows xp and i think its switching to quickly between ac power and batery so quickly it wont fullly power up the orange lights on left side and top right of keyboard are blinking and you can hear the cd rom spining like its stuck in the frist 1.5 sec of boot up process...whats wrong and how do i fix it

What does it do if you try to start it with the battery removed and AC in?
