Need help erasing a os completly

I bought numerous hard-drive thinking that was the issue and using a windows USB I had bought for my other computer to be on windows 10 update and restore isn't working it gets to windows and wants to restart over repetitive. I also had reset the bios to default and it almost worked but now it's just wanting to restart before windows finished to open

You want to wipe your HDD altogether and then reinstall Windows?

Both show the same thing, the second one is outdated, uses Floppy Drives, bleh. But anyway, the first one should be easy enough to follow. Let me know how it goes.

Hello.

If you need to wipe the whole hard drive and clean the OS, I suggest going into Safe Mode. There is an easy way to do this: simply unplug the desktop, or flick the switch, when Windows starts loading. (when the small wheel turns) After 3 tries, windows will automatically go into troubleshooting.

You will see this screen, or similar.

You can then wipe the OS by selecting Reset this PC in the options.

is PC restarting before you get to windows? Its unlikely to be the hard drives since they are new. And resetting bios didn't help
You might want to run http://www.memtest86.com/ on your ram
