I have been having this problem where every time i open Gta 5 and start playing it, its starts stuttering and laggin sometimes i get smooth gameplay but then it starts stuttering again. I tried putting my resolution to 800x600 but it still is the same and stutter the same way. My specs:
Gpu:GTX 1050
Ram:8gb
Cpu is i5 7400 kaby lake
I closed all programs and all running apps and only opened gta 5. Still nothing.
Tried scanning my pc with malware bytes for malware but nothing. My friends have much lower grade pcs and are running it smoothly. I even tried to use the same settingz as my friends were but nothing.

Solution
I have the same problem and tried running GTA V maximum LOW 800x600p down scaled by half. Still ran like crap. Disabling windows control flow guard fixed the stuttering for about 4 months then 2 week ago it started stuttering again. I think its an issue with windows as many people have the same problem with great computers. Basically something is holding back the gpu as its usage plummets which creates freezing and stuttering of frames. I believe its a software bottleneck called WINDOWS 10. It also happens in other games such as forntnite but not all games.

It saddens me to see all these stuttering posts marked solved because they aren't. 95% of the solutions are crap tbh. Always thinking its a hardware bottleneck...
i7 4770k @4.2ghz...

I cannot monitor them currently cause i reset my pc and need to download gta 5 again. But i remebered the core temps. It was during game

Solution

My guess is that you're running 1080p resolution. You can run higher than native resolution in Geforce Experience. Try that and tell me if your game play improves.

to those complaining about the solutions, let me tell you, with the amount of different hardware/software combinations and permutations that exist out there with the user base, do you think it is easy to diagnose a problem like this online without touching the computer?

more often than not, if stuttering, it's a hardware issue, or a configuration issue (drivers usually, and NO it doesn't mean you need the latest, sometimes the latest drivers cause the issues)

get latency Monitor and start diagnosing latencies find out what drivers are misbehaving and find drivers that don't cause latencies.

I play in native 1440p and it doesn't matter what resolution im in. It will guarantee stutter a ton making the game unplayable. Whats odd about it is that ive ran gta v fine for years with this pc and had no issues. I get periodic stutter for maybe 1-2 seconds on fortnite as well now and that's all that i've noticed from the games I play. Both started having issues at the same time.

GTA V has stutter build into the threads, there are two ways of dealing with it both of them fix the same problem in different ways, either you use a FPS limiter to lock FPS to the AVG FPS you get in vinewood boulevard or you tweak the thread that is causing the trouble, rockstar bans people for all kind of things so try this offline and/or at your own risk.
The game has it's main thread running with too high a priority which makes windows think that it should give all of it's attention to this one thread because it has to finish before anything else, but this is a game!everything has to run in sync so every time the thread get's too far ahead the game stops untill the rest has catchend up.

You want to fix it and not get banned? You do this and live with the lost performance!

GTA5 runs butter smooth on high and ultra settings on everyone I know, nobody has to resort to stuff that will get them booted from online play. Most likely issue is driver latencies. A CLEAN install of windows. Then just install games and test. If it's good, LEAVE IT ALONE and don't muck with drivers. If it stutters, latency monitor to the rescue to tell you what you must look into updating or finding the right driver that doesn't lag.

often times antivirus is the culprit, and Malwarebytes is horrible! laggiest lagging BS I have experienced.

Yes,because just like a FPS limit it decreases FPS,less FPS less work for the main thread meaning that it's easier to keep in sync.

For everything else you said you would get the same problems on all of your games and not just one.

Exactly what I think the issue is. I did get rid of stuttering on windows 1709 for a few months but it came back on same version out of nowhere. Im on 1803 now still stutters.
