Hi, I'm trying to build a casual pc for watching videos, surfing the net and maybe for some light gaming. I tried using PCPartPicker but it was still confusing. I'm really confused about buying the motherboard and if I should buy or do I need a graphics card at all. Also, the reason I really don't want to buy a pre-built PC is that I think I can build a little bit better PC than the pre-built ones because all the cheapest desktop PCs are around 300 €.

Approximate Purchase Date: e.g.:
Before the end of this month

Budget Range:
Little over 300€, but not too close to 400€. (Maybe 350€ max)

No

Parts to Upgrade:
-

Do you need to buy OS:

Finland

Parts Preferences:
CPU | AMD - Ryzen 3 2200G 3.5 GHz Quad-Core Processor 89,00 € (on sale)
(I wanted Ryzen 3 processor because I read that it's better than Intel i3 and they both cost about the same if not less)

Case | Thermalteake Core V1, Mini-ITX-case 44 €
(The case is pretty important because I really like it how small it is, so hopefully, it doesn't bring any problems)

Storage | WD 240GB Green 2.5" Internal Solid State Drive 34,95 €
(I really don't need much storage. In my current laptop I have only 128GB SSD, which is just enough for me)

Power Supply | Corsair VS450, 80 PLUS White - ATX-power supply, 450 W 46,90 €

And Most Importantly, Why Are You Upgrading:
Just wanted to upgrade from my slow laptop after all these years to a proper desktop PC, and also now that I really don't need a gaming PC at all thanks to the Nvidia GeForce Now.

Solution
You are most of the way there.

Motherboard should be an AM4 socket B350 or B450 chipset. This is better than the A320 motherboards out there. Also allows overclocking.

The Ryzen 3 2200G includes graphics, effectively an RX540. However it doesn't have video memory, it uses the system memory. You will absolutely want at least 8GB (2x4GB) of ram so you can spare some for the video. Having a pair of memory sticks enables dual channel mode which helps a lot. Faster is better here so aim for DDR 3000 or DDR4 3200.

The CPU includes a cooler that will be adequate. As long as you buy the boxed product.

UPDATE!

Sorry for the late reply. I've raised my budget price to 400 euros and have found pretty good parts (?) with my friends. So it would be nice to get your guys opinion before I buy all these parts

Processor Ryzen 3 2200G - 89€

Storage WD Green 2.5" 240GB SSD - 34,95 €

Memory Kingston 8GB (2x4GB) HyperX Predator, DDR4 3200MHz - 94 €

Case BitFenix Neos - ATX-case without power supply - 40,90 €

Motherboard ASRock B450 Pro4, ATX-motherboard - 99 €

Power supply Corsair 450W VS450, ATX-power supply, 80 Plus White - 40,30 €

Total price: 398,15 €

Looks good.

I would probably spend the 15 or so Euro on the CX450 power supply. That website in particular seems to have a huge gap between the VS series and the CX series from Corsair, and seemingly huge mark ups on the higher end supplies from bequiet!, Silverstone, and Antec they sell.
