Need help for fixing Counter strike issues!(lag)

Hi guys,
So i have been playing CS 1.6 for a long time but now all of a sudden it start lagging.
I mean it stutter a lot, And my specs are pretty good to handle that game easily,
So I check CPU usage it went from 0 to 80% and up on when I run CS?
Please help !

PS- i have already done fps_max 999,gl_vsync 0 etc don't suggest Console commands..

temperature is good and Pc is not that clean but not dusty too!

Every step I would take is listed below...no particular order....

1. Clean out your PC with a can of compressed air

2. Clean unnecessary files using something like CCleaner, then defragment your hard drive

3. Run "chkdsk" in your command prompt and look for errors

4. Download "Crystal Disk Info" to check the health of your hard drive

5. Download "HWMonitor" and keep track of system spikes and temperatures

after you suggestion I just clean my CPU and stock cpu cooler..
and it fixed every think. Didn't know that dust affect performance that much
