Whenever i plug in a fresh usb windows it lets me install it but it wont detect the SSD. Does That role out that the motherboard being the issue?
I have been using the two cables that plug in to the pc. My pc will not get past the splash screen and after a few minutes it would go to bios and if I disconnected the ssd and turned on the pc, it immediately goes to bios. I couldn’t format it using a usb with a fresh windows and my laptop will not recognize it when i connected it via adapter. What cable are you using?

It's unlikely to be a motherboard problem, much more likely it's a defective SSD since it won't even work when connected externally to another PC (your laptop).
