need help in buying used price

hello,

I would like some advice or help in buying used parts as buying new parts at this time is a nightmare . the parts are 7 to 8 months old.

Specifications :
CPU : Intel I5 7500 4 Core 3.4Hz to 3.8Hz, Socket 1151

GPU : Sapphire Rx 480 8GB NITRO+ Overclocked DDDR5

RAM: 1x8GB Corsair Vengeance LPX 2400mhz

Storage : 1) 1TB Seagate Barracuda ST1000DM010
2) Samsung 850 EVO 500 GB

Motherboard : Asus ROG Strix H270f Gaming 1151 Socket

PSU: Artis VIP 600W
case : Corsair spec 03
above are the parts and its listed for USD 700. Is this a decent deal or worst one?

Given the price of GPUs, it's not terrible if it has a legit Windows in there, though I'd immediately replace the off-brand PSU.

the OS is pirate one hahhaha. and i was hoping to change it to seasonic PSU

Then I would not buy this for 700. It wasn't a terrible value at $770 (considering the need to get a PSU), though far from a great one. Having to chuck in another $90 and I think I'm a hard pass at this stage; for $860, this doesn't give enough value for the risk absorbed with used parts, for me at least.
