Need help looking for a budget motherboad

I am looking for a new budget motherboard that can control my af120 because my current motherboard can not control it and runs at 100%.I tried using resisters but the noise was still loud for me.I bought a Cooler Master 212E recently to add once I buy a S340 and want it to fit my 212e.

My budget it around $60-$70(lower is better)

AF120 Performance Edition
AF120 Quiet Edition

Your parts picker list shows you did not buy the Quiet Edition.

The decibel rating is 30 dBA which I consider noisy. The Quiet Edition sound level is 25.2 dBA.

I've been using Cooler Master SickleFlow which have a decibel rating of 19.

Can a new motherboard that can control 3 pin fans not make this fan quieter?
