This is a build for my friend, that needs a budget of ~700-800 dollars. i do want him to be using one of the new generation of gpus, but they are quite expensive. Thank you

For start, you can save some bucks using the default cooler fan which provides Intel with the CPU.

Also, you can downgrade the motherboard due he will not be able to OC, you can search for B* motherboards or H* motherboards.
