[SOLVED] Need help on CPU for RX 580

I just sold 750ti and bought RX 580 so
I had to replace the cheap PSU and I bought corsair VS650.

PC specs:
Zebronics H61 motherboard.
Core i5 2400S CPU @2.5 Ghz
4GB (2*2G) DDR3 ram @1600mhz
MSI RX 580 8gb
Corsair VS650

Here is my problem:
Modern games which used to run fine with low fps on 750ti stutter and lags and are unplayable.
Gta V used to give 45+ fps with 750ti but now stutters freeze and crashes in just 2 minutes. (Max settings at 1080p)

Battlefield 1 gives good fps but stutters and is somewhat unplayable. ( Start to freeze after completing 1 mission and i need to
restart pc to play next mission every time)

GTA IV works smoothely without any problem.
Assassins creed 4 works fine as well.

I know the ram is too low so planning to increase ram.

But i am not feeling confident about increasing ram in this crappy motherboard.

The motherboard DOES NOT Support turbo boost. I was so frustrated when i came to know this fact.

So iam stuck with 2nd gen i5 at 2.5ghz only.

Question : Should i change CPU+motherboard or only motherboard? Or should i just get 8gb ram with current cpu and motherboard?

Should i get a ddr3 board or ddr4?
DDR3 rams are very cheap in comparison.

Also what CPU to choose?

Ryzen 5 or core i5 (maybe 3rd gen) or core i7 2700k ?

I just want to game at 60fps without stuttering.

Is that because you are trying to run it at max settings? What happens if you run it on the same settings as you had the 750ti running on? I would say the RAM is definitely an issue, you really need 8GB as a minimum for modern games. If you do decide to upgrade I wouldn't go beyond a Ryzen 5 1600 or 2600 or an i5-8400 if you're pairing it with an RX580. The GPU will just become the bottleneck with Ryzen 7 or i7 CPU.
