Did you do an auto OC in your bios? When you set up an auto overclock it will set your voltage as auto or variable. I do not recommend doing this as typically the auto setting will allow more voltage than is necessary. But 1.31 is not to high.
Go back in your bios and make sure the v-core is set to 1.25 and hit enter and the frequency multiplier to 44. You may want to go and reset all your settings back to default because you might have made some other changes.
