Did you uninstall the old graphics drivers and install the ones for your new card?
If you have integrated graphics on your CPU or motherboard, you can take the cad out and do the honors on those. Remember to uninstall the old drivers, wipe em out and do a clean install of the ne ones.

i haven't uninstalled the drivers, but i have tried to remove the gpu and boot up the pc with the cpu's graphics and it wont work
Yes, the hdmi cable is connected to my GPU and no, there is no beep when i turn on my pc.
I think there's something wrong with the motherboard.
Try booting without the ram and reset the cmos.
i tried both of them, when i removed he ram it starter to make this "alarm" sound but wont start up, and when i reset the cmos, i didn't first even start, but when i put them back where they were, it started (but didn't output image).
Have you tried using just one stick and trying it in each slot separately? This is how to check for a bad RAM slot. If it doesn't work at all with the stick you choose, try using the other. If one stick doesn't not work at all, it was broken. If one slot doesn't not work at all, it is the culprit.
